In this rather utopian work with emblematic illustrations Pérez presented a plan for a state funded public health system and poor relief program. His ten essays concerned hospital sanitation, kitchen gardens, care of disable veterans, prisoners and the indigen, housing for the working proof and government subsized textile and tapestry manufacture to employ the homeless.
